This was a position on which it had the prime support of the US Administration under George Bush (who at many points professed not to believe in global warming). It is only when the Australian people voted out John Howard and brought in the liberal party under Kevin Rudd that Australia has finally reversed course and ratified the Kyoto Protocol. In a speech at the Bali conference, the Aussie Prime Minister accepted that richer countries have to take on the responsibility of lending support to the poorer countries in form of <a href="http://www.bloomberg.com/apps/news?pid=20601081&#038;sid=ajOFoGTHc1ek&#038;refer=australia" target="_blank">financing and technical help</a>:</p>

Australia recognizes the particular responsibility of developed countries to assist developing countries,&#8217; Rudd told the United Nations-sponsored climate change conference in Bali, Indonesia. &#8220;In the form of technology transfer, in the form of financial incentives and in the form of support for adaptation. None of us can do it alone.&#8221;<br />
We expect all developed countries to embrace a further set of binding emissions targets and we need this meeting at Bali to map out a process and timeline for this to happen,&#8221; Rudd said, according to speech notes. &#8220;We need developing countries to play their part &#8211; with specific commitments for action.&#8221;

Of course, one of the basic arguments that are holding up an agreement remain. Hence, for example, developing nations such as Brazil, China and India argue that richer nations have a much higher rate of consumption and emission per capita. They have reached their current level of prosperity by being reckless towards the environment, and it is the right of developing nations to also do the same. However, if we are to stop this growth of global warming, need to ensure that everybody is committed to doing what is required to halt, and possible reverse the trend.</p>

			<content:encoded><![CDATA[<p>For the past several days, the Australian Immigration Minister Kevin Andrews has been facing a torrid time in relation to the holding of Indian-born doctor Dr. Mohamed Haneef for investigation related to the attempted terrorist attacks in Britain. He has been accused of stubbornness, unwillingness to admit a mistake, and willfully holding a person on flimsy charges. In addition, the Minister also canceled the Australian visa of the doctor and refused to admit any mistake or apologize. For these actions, he has been soundly criticized and berated in the media.<br />
Now the Minister has decided to hit back, and explain some of the reasons why, in his view, he was justified in keeping the doctor under custody and refuse to acknowledge that there was any <a href="http://www.news.com.au/story/0,23599,22166640-2,00.html?from=mostpop" target="_blank">wrong-doing that happened</a>:<br />

Under pressure to explain why he would not reinstate Dr Haneef&#8217;s visa after the dropping of a charge against the former terror suspect, the minister yesterday made public previously unreleased material to justify his stance.<br />
&#8220;Importantly, there was &#8230; a chat room conversation with Dr Haneef&#8217;s brother in India on the afternoon before his attempted hasty departure from Australia,&#8221; Mr Andrews said, citing a record of the second police interview with Dr Haneef. &#8220;In it, the brother of Haneef, Shoaib, says &#8216;nothing has been found out about you&#8217; and asked when Dr Haneef would be getting out, to which Haneef replied &#8216;today&#8217;.<br />
&#8220;The brother told him to &#8216;tell them that you have to leave as you have a daughter born, do not tell them anything else&#8217;. &#8220;The brother then said not to delay his departure and not to let anyone else use his number in Australia, nor to give it to anyone. &#8220;The brother added that &#8216;auntie&#8217; told him that brother Kafeel used it in some sort of project over there,&#8221; Mr Andrews said, in a reference to UK bombing accused Kafeel Ahmed.

<p>Overall this sounds suspicious, but the police have not been able to find any evidence against Dr. Haneef, and they have to let him go. The fact remains that they did not find any level of evidence that could be presented in court and justify the detention of Dr. Haneef. However, such evidence will make it more difficult for Dr. Haneef to convince a court to revoke his Australian visa.<br />
This case also highlights the issues related to terrorism and how to prevent it. Prima facie the Australian police have not been able to find evidence against Dr. Haneef, and hence have to let him go. It is also possible that they have evidence which is circumstantial and not admissible in court, or not enough to let a court rule on his behalf.</p>

In the current situation, if you catch suspects, and if they are Muslims involved in suspicious activities, thoughts will always move to whether the person is guilty or not. And that is the crux of the matter. Either people are caught in the process of patching the plot with clear proof, or they are caught while actually executing the attack. In such cases, there is no issue with respect to proof. The problem comes when a suspect is caught, and a Government has already determined that the person is a terrorist, and they treat him as such. Throw in politicians eager to scope points with the electorate, and you <a href="http://news.brisbanetimes.com.au/indian-doctor-haneef-freed-from-prison/20071927-q1h.html" target="_blank">get into problems such as these</a>:<br />

Indian doctor Mohamed Haneef is out of jail and at a Brisbane residential address, but he still faces an anxious wait to discover if he will be deported. Dr Haneef was charged with providing support to terrorism on July 14 for handing over his mobile phone SIM card to his cousin Sabeel Ahmed, later allegedly linked to the terrorist attacks in UK.<br />
In his bail application that day, prosecutors alleged the SIM card had been found in the wreckage of the flaming jeep, allegedly driven by Sabeel&#8217;s brother Kafeel, which crashed into Glasgow Airport on June 30. However, Commonwealth Director of Public Prosecutions (DPP) Damian Bugg admitted it was in fact found with Sabeel, hundreds of kilometres away in Liverpool.

<p>This is a clear case of mismanagement. From the beginning, the Minister, the Prosecutor and the Police have all claimed that he was a terrorist, and took measures such as putting him in solitary confinement for 23 hours in a day. Public statements about his involvement, about his being a terrorist, and such seemed to portray his as an active plotter in the UK bomb plot, while he apparently had the misfortune to hand over a SIM card (with unused money from a phone plan) to a person who later turned out to be a plotter.<br />
Now, to take a person into custody based on suspicion and circumstances is something that can happen, but with politicians jumping into the fray and pre-determining him to be a terrorist was just not done. Now, the next time that the Australian police catch a person based on suspicion, there will be a number of people who will be hesitant to take it seriously.<br />
Politicians are already disassociating themselves from the case, with the Aussie Prime Minister claiming non-involvement with the case, and blaming the State Government, the Police and the Prosecution for this fiasco.</p>
